May 23-FIFA's legal delegation concluded the first official visit to Russia before the World Cup 2018.
During the bidding process, which Russia won last December, the Government has signed guarantees that FIFA requires the host country to comply.
The Government has also promised free transport for fans in the host cities and the entry without a visa for the country to ticket holders, as well as the construction of suitable stadiums to host the tournament.
The delegation met with the Minister of sport of Russia Vitaly Mutko, as well as a member of FIFA's ruling Executive Committee and Alexei Sorokin, the newly appointed CEO of Russia 2018.
Joerg Vollmueller, the head of the delegation from FIFA, said: "we feel very positive about our first working visit to Russia.
"We were very impressed by the quality of preliminary legal work done by the LOC (Local Organising Committee).
"We also appreciated the commitment of both the Executive and legislative branches of the Russian Federation to draw up and adopt the law of the World Cup.
"I have no doubt that FIFA, along with Russia, will be able to provide a legal framework for effective and mutually beneficial for the World Cup in Russia".
Of the local Organising Committee and the Government have established a working group to develop a special law to govern the preparation for the tournament, which will be presented to the Duma by the end of 2011.
MUTKO said: "we have submitted to the FIFA delegation the concept of the future law.
"The members of the delegation shared their observations and thoughts but appreciated the overall progress of the work done so far.
"FIFA's legal team saw that Russia is working on a good pace and is committed to succeed."
